Department of Disaster Management, MoHCA handed over the Personal Protective Equipments

Signing over Handing Taking Papers-2017

The Department of Disaster Management has procured personal protective equipment (namely: safety mask (1500 Nos.), safety goggles (1500 Nos.) and safety hand gloves (1500 pairs)) for the personal safety of the firefighters and Search and Rescue personnel amounting to Nu. 10, 41,000.00/- (Ten Lakhs Fourty One Thousand only) under the Japan Policy and Human Resource Development (PHRD) Technical Assistance Program Project administered by World Bank.

The equipment has been handed over to Royal Bhutan Police, Royal Bhutan Army, De-Suung Office and Disaster Communication & Helpline Unit on 25th October 2017, which are involved in firefighting and Search and Rescue as first responder during disasters.

The International Day for Disaster Reduction 2017 was observed in Phuntsholing Higher Secondary School, Phuntsholing Thromde under the global theme “Home Safe Home Reducing Exposure, Reducing Displacement”. The Day had gathered around 330 participants representing various schools, sectors and agencies (National and International) and general public.

The day had marked with the highest ever gathering of participants for such DM related functioning. The day was graced by the Dasho Thrompon, Phuntsholing Thromde.

Training/Workshop for Dzongkhag/Thromde Disaster Management Officer

The 7 day training/workshop was conducted for Dzongkhag/Thromde Disaster Management Officer from 5-11 June, 2017 at Metta Restort, Paro. Mainly to;

  • To update the progress of Disaster Management activities.
  • Debrief on the lessons learned from the past disaster events and to improve response preparedness.

    The Department of Disaster Management, Ministry of Home and Cultural Affairs would like to issue an addendum to the REQUEST FOR EXPRESSION OF INTEREST (EOI) to the Planning, Technical Design and Supervision of Construction for the National Emergency Operation Centre (NEOC).

    The firms are necessary to have domestic licensing (architecture and engineering). International firms are encouraged to form joint ventures with domestic firms having license to fulfill this criteria. The firm while submitting EOI must submit an intent to form JV with Bhutan-based architecture / engineering firm

    International Day for Disaster Reduction

    The International Day for Disaster Reduction (IDDR) is celebrated on the 13th of October every year, all over the world. It began in 1989 after a call by the United Nations General Assembly to promote a global culture of risk-awareness and disaster reduction. Bhutan joined the rest of the world in observing this day since 2008. It is a day to encourage every citizen and the government to take part in building more disaster resilient communities and nations.

    This year the day is observed at Paro khangkhu Middle Secondary School,with the diaplay of various disaster reducation releated programs.

    Environmental & Social Management Framework for Hydromet & Disaster Improvement Regional Project

    The Department of Disaster Management in collaboration with the Department of Hydromet Services, Ministry of Economic Affairs and the Department of Agriculture under Ministry of Agriculture and Forest has prepared the Environmental and Social Management Framework (ESMF) for the implementation of upcoming Hydroment and Disaster Improvement Regional Project supported by the World Bank. The main objective of the porject is to strengthen Bhutan's capacity for improved hydromet services and disaster preparedness and response capacity.

    Advisory on Earthquake Safety

    Following the recent 7.8 Magnitude earthquake in Nepal on 25/4/2015 and the ensuing repeated aftershocks that were felt across Bhutan, the Department of Disaster Management, Ministry of Home & Cultural Affairs would like to inform the public to remain alert and not to panic.     Invitation for National Firms for design and printing of Table Calendars

    The Department of Disaster Management, Ministry of Home and Cultural Affairs would like to invite interested firms for Design and Printing of Table calendars with the following specifications :-

    • No of Calendars -3500, Size- 21x14cms, cover- hard, paper/text -250gsm, all pictures to be in colours, Spiral binding, No of pages- 15.
    • Sample calendar will be available for inspection at DDM's office from 12-26th December 2014.

    Time Extension for Submission of EOI for Contextualizing CBDRM manual

    In continuation to the advertisement given in the Kuensel copy dated 24th November 2014 and DDM's website, the Department of Disaster Management, Ministry of Home & Cultural Affairs, would like to extend the time given for submission of Expression of Interest (EOI) from 3rd December to 12th December to enable interested parties to submit their EOI for carrying out the activity 'Contextualizing Community Based Disaster Riskuction Manual under the NAPA II-'Addressing the Risks of Climate-induced Disasters through Enhanced National and Local Capacity for effective Actions' project.

    EOI must be delivered to the Department of Disaster Management, Ministry of Home & Cultural Affairs, PO Box 1493, Thimphu 11001, Near BOD Mothithang, no later than 12th December 2014.     Expressions of Interest

    The Department of Disaster Management (DDM), Ministry of Home and Cultural Affairs (MoHCA) is looking for the Local Consultant for Contextualizing Community Based Disaster Management Manual.
    Activities to be carried out by the consultant:

    • Review of the CBDRM facillitator and student manuals of other agencies including but not limited to IFRC, ADPC etc.
    • Contezualiza the CBDRM manual with a climate change focus for Bhutan
    • Hold Discussion/meeting with the DDM and other relevant organizations for contextualizing the CBDRM manual
    • Prepare standard power point presentations to be used for the CBDRM ToT at the dzongkhag/gewog levels
    • Prepare any other materials as may be required for conducting CBDRM at the dzongkhag/gewog levels
    • Work out the CBDRM ToT schedule including pre-planning stage as per DDM's requirement.

    ANNOUNCEMENT

    In continuation to an article published in Kuensel dated Friday October 10, 2014 where a press release from the Department of Hydro-met Services under the Ministry of Economic Affairs stated that Bhutan might be impacted by the rain caused by the Cyclone Hudhud which is moving from the Andaman Sea towards north Andhra Pradesh and Odisha in India on October 12.

    The Department of Disaster Management under the Ministry of Home and Cultural Affairs therefore would like to caution all travelers to be safe while on the road and also to avoid unnecessary late night driving especially on the risky areas. In addition learning from last year's bitter experience where many of our farmers in different parts of the country lost their paddy harvest to rain induced by cyclone in the neighboring countries. Therefore, to avoid similar losses the Department would like to caution the farmers and request them not to harvest their paddy till the cyclone has subsided.

    In order to minimize the loss of lives and properties the Department would like to request the general public especially travelers and farmers to kindly adhere to this announcement.
