Disaster Management Planning and Contingency Planning Guidelines/Disaster Response System

In view of the importance, enshrined under Chapter 7, Section 77 and 78 of the Disaster Management Act (2013) of Bhutan, to develop a Disaster Management Plan and Contingency Plan in each of the twenty Dzongkhags, the Department of Disaster Management in technical collaboration with the Asian Disaster Preparedness Centre and with financial assistance from Global Forum for Disaster Risk Reduction (GFDRR), The World Bank, has initiated the task to develop guidelines in order to enable the local governments to prepare their own Disaster Management and Contingency Plans.

These activities are prioritized, given the unpredictable nature and changing risk patterns of future disasters and their frequency, as a value addition to the overall development planning process.

Specifically, these planning guidelines are expected to address the concern that development interventions does not create new risks and vulnerabilities, and that the development gains are protected from natural and human-induced hazards.

In this regard the Department of Disaster Management will be conducting the 2nd Technical Working Group Meeting for the review of the draft Disaster Management Planning Guidelines on the 12th and 13th Feb, 2014 and the 1st consultative discussion for the development of Contingency Planning Guideline and Disaster response System on the 14th Feb, 2014 at Hotel Kingaling, Wangdiphodrang.

The participants include the Technical Working Group (focal person from relevant stakeholder Agencies) and twenty Dzongkhag Planning Officer/Disaster Focal Persons along with officials from the Department of Disaster Management.
